Small Business Loans Association (SBLA)
Program Description-
The Small Business Loans Association Program encourages diversification of the Saskatchewan economy and supports community economic development by making funding available, through community-run organizations, to non-traditional entrepreneurs.
Program Assistance-
Any one business is eligible for the maximum $15,000 SBLA loan including any entrepreneur who has experienced difficulty in obtaining financing through traditional means. Businesses not eligible for assistance are those engaged in direct farming, exploration (eg. Mining and oil extraction), residential real estate and multi-level marketing. Charitable organizations also do not qualify for assistance.

Youth Opportunities Unleashed (YOU)
Program Description- The Youth Opportunities Unleashed Program encourages and assists young adults between 18 and 30 years of age to consider opening a business in their community. The YOU initiative has three components:

3. Mentorship

Women's Entrepreneurs Fund
Program Description-The Business Development Bank of Canada (BDC) created a fund targeted to women entrepreneurs to increase the availability of financing for fast-growing, women-owned firms in Canada. This fund will also serve to leverage additional private equity for the women in business market segment. Women entrepreneurs who want to expand on an existing business or seek new market opportunities outside of Canada may apply for this fund.
Program Assistance-All BDC approvals are based on a case-by-case evaluation. This allows BDC to be more flexible, take greater risks, and help an increasing number of innovative women entrepreneurs. BDC aims to provide women entrepreneurs with the necessary resources so they can expand their businesses and seek new market opportunities outside of Canada.

Knowledge and Growth Loan Fund
Program Description- The Knowledge and Growth Loan Fund is offered by Western Economic Diversification (WD) and by the Business Development Bank of Canada (BDC), and is designed to improve access to patient debt capital for small businesses in this sector. This unique loan program is designed to meet the special needs of smaller knowledge-based companies and provides capital for projects not normally financed by traditional lenders.
Program Assistance- Loans can range from a minimum of $50,000 to a maximum of $500,000 per project and $1,000,000 per borrower

Canada Small Business Financing Program
Program Description-The CSBF Program can assist businesses in obtaining term loans and capital leases of up to $250,000 to help finance fixed asset needs. The loans are made directly by a qualified lender (chartered banks, most credit unions, many trust, loan and insurance companies), and the leases are issued by participating lessors.
Program Assistance-The maximum value of loans or leases a borrower may have outstanding under the Canada Small Business Financing Act cannot exceed $250,000. Most small businesses starting up or operating in Canada are eligible for this program (excluding farming, charitable and religious enterprises) as long as estimated annual gross revenues do not exceed $5 million during the fiscal year in which they apply for a loan or a lease. Businesses may be operated as sole proprietorships, partnerships or incorporated companies.

Saskatchewan Government Growth Fund
Program Description-The Saskatchewan Government Growth Fund (SGGF) seeks high quality in investment opportunities in a wide range of companies located in Saskatchewan. SGGF raises and manages private funds through the federal Immigrant Investor Program. It invests these funds with the expectation of a commercial rate of return.
Program Assistance-SGGF will invest in the active business operations of new businesses and existing businesses. Investments will be made through direct asset purchases. In accordance with the Immigrant Investor Program, investments are restricted to businesses with total assets of $35 million or less (including assets of associated or related companies). Funds will not be used for artificial transactions or refinancing purposes.

BDC Subordinate Financing
Program Description-The Business Development Bank of Canada (BDC) financing program combines the characteristics of term financing and venture capital. Businesses with strong growth potential and high quality management may be eligible for quasi-equity financing between $250,000 to $10,000,000; first round usually limited to $6,000,000. Repayment is flexible and is tied to cash flow projection.

Program Description-Ybank is a financing program for youth under the age of 18 who reside and do business in the Sagehill Development Corporation region. This region is defined by St. Louis and Birch Hills in the north; Liberty in the south, Hepburn in the west and Quill Lake in the east. For more detail, see the website below.
Program Assistance-Maximum loan amount is $500 per business. Financing can be used for home and farm businesses to assist with start-up costs, equipment and inventory. First time entrepreneurs under the age of 18 require support of a parent or guardian.

Innovative Financing Solution

Program Description- Community Futures Development Corporations (CFDC's) administer the Entrepreneurs with Disabilities program, designed to help rural western Canadians with disabilities gain easier access to business training and development, mentoring and one-on-one counseling services, and financial assistance in their pursuit of self-employment and entrepreneurship.

Investment Loan/Guarantee Program
Program Description-Loans on commercial terms, equity financing and loan guarantees are available through Community Futures Development Corporations across Saskatchewan. Applications are assessed by the CFDC's local volunteer Board of Directors. Training and assistance on preparing business plans are also available at the CFDC offices.

Northern Development Fund
Program Description-The Northern Development Fund contains a set of initiatives to stimulate economic development in northern Saskatchewan and encourage diversification and job creation. The purposes of the fund are to: support community economic and northern business development, help ensure that benefits from resource developments contribute to the long-term economic development of the North, contribute to increase participation by northerners in economic development decision making, and improve the co-ordination of economic development activities.
Program Assistance-The Northern Development Fund includes a loan program, grants for research and development, and grants for community economic development. The loan program focuses on: business related to the resource industry, business contributing to northern economic diversification, essential retail and service businesses, fishing, trapping and wild rise harvesting.

Be Youth Loans
Program Description- Be Youth Loans provides youth with the opportunity to access loan funds to start their own personal small businesses. A business package/application will be made available to interested students wishing to utilize the program, and staff at the Southwest Community Futures Development Corporation (CFDC) office will be available to provide guidance and answer any questions potential entrepreneurs may have about the process.
Program Assistance- Maximum loan amount is $3,000 per business venture. Loan is interest free for six months commencing the date the loan has been granted. All legalities apply to the Be Youth Loans Program and the borrower (being under the age of 18) will require a co-signor.

Urban Entrepreneurs with Disabilities Initiative Saskatoon and Regina Only
Program Description- The North Saskatchewan Independent Living Centre (NSILC) in Saskatoon and the South Saskatchewan Independent Living Centre (SSILC) in Regina manage the program. The centers take a lead role in providing mentoring and counseling services, support in business development stages, as well as business loans to people with disabilities who wish to start or expand their business.
Program Assistance- The Urban Entrepreneurs with Disabilities Initiative (UEDI) offers a flexible loan program that provides business loans to entrepreneurs with disabilities who are unable to obtain financing from traditional lenders.

Growth Capital for Aboriginal Business
Program Description- Growth Capital for Aboriginal Business aims to increase access to capital for Aboriginal entrepreneurs who want to start a small business or expand an existing business operating on or off a reserve in Canada.
Program Assistance- Financing of up to $100,000 for existing businesses and up to $25,000 for start-ups. The loan can be used for acquiring fixed assets, financing franchise fees, covering start-up costs, developing new markets, or replenishing working capital depleted by capital expenditures. This program is suitable for entrepreneurs: with a commercially viable business proposal; with an acceptable level of management expertise; demonstrating financial commitment; willing to take part in mentorship programs; and operating on or off reserve in all areas of Canada.

Agriculture Development Fund (ADF)
Program Description- The Agriculture Development Fund Provides research and development funding to support the development and diversification of Saskatchewan's agriculture and food sector and be consistent with the department's strategic directions. An advisory committee of the Agriculture Development Fund representing Saskatchewan's agri-food sector reviews applications and provides recommendations regarding funding.
Program Assistance- Saskatchewan producers, researchers, companies, co-operatives, associations and food processors are eligible to apply for financial assistance to undertake agriculture and food research and development, and processing projects. Letters of Intent are accepted annually by April 15. For value-added processing projects involving a maximum funding of $20,000, applications are accepted under the Agri-Value Program on a monthly basis.

Opportunities Fund for Persons with Disabilities
Program Description- The objective of the Opportunities Fund is to generate innovative activities which help persons with disabilities prepare for, obtain and keep employment or self employment.
Program Assistance- Funding may be provided to cover costs such as participant wages or related employer costs. Funding may be provided to cover overhead costs related to planning, organizing, operating, delivering and evaluating approved activities, including costs such as staff wages and employment related costs. Eligible expenses will be negotiated with program officials.

Saskatoon Credit Union Micro Loan Program
Program Description- Western Economic Diversification Canada (WD) offers this Micro Loan Program in Co-operation with the Saskatoon Credit Union (SCU) designed to improve access to financing for small businesses within the City of Saskatoon. Interested applicants must clearly show a commitment to starting or expanding a small business, which may involve demonstrating a significant time commitment to the start-up, management and providing a financial stake in the business.
Program Assistance- The loan terms are designed to be flexible to help maintain adequate cash flow throughout the year. Individual loans are subject to the following terms: up to five years for repayment; loans can range to a maximum of $25,000: flexible repayment terms at SCU's discretion; SCU makes the final decision on all loan approvals; and interest rates are set at SCU's prime rate plus a risk premium.

Aboriginal Business Canada (ABC)
Program Description- Aboriginal Business Canada's (ABC) support focuses on a set of priorities intended to promote the establishment, growth and expansion of Aboriginal firms. These priorities are innovation, trade and market expansion, tourism, youth entrepreneurship development, and strengthening Aboriginal financial and business development organizations.
Program Assistance- Clients must be individuals of Canadian Indian (on or off-reserve), Metis or Inuit heritage, or majority-owned Aboriginal business and financial organizations or development corporations. Each proposal and request for financial support is assessed on its own viability and merits. The vast majority of ABC's contributions are made to small and medium businesses and are in the form of non-repayable equity contributions (may be repayable in some cases).

Farm Improvement and Marketing Co-Operatives Loans Act (FIMCLA)
Program Description- The Farm Income and Marketing Co-operatives Loans Act (FIMCLA) is a federal government guaranteed loans program designed to increase the availability of loans to improve and develop farm buildings and process, distribute, or market farm products by co-operative associations. Given the continuing difficult financial situation faced by producers in Canada, the FIMCLA program is extended to March 31, 2006 to allow producers and lenders to explore other alternatives.
Program Assistance- Applicants must be individuals, partnerships, corporations or cooperative associations actively engaged in farming in Canada with the intent of making a profit at the time the loan is requested. FIMCLA helps farmers and their marketing co-operatives grow their businesses by guaranteeing loans through lending institutions. Individual farmers, farm partnerships and farm corporations can apply for up to $250,000 under FIMCLA, while up to $3 million is available for co-operative associations.

Agriculture Lending for First Nations Farmers
Program Description- The Saskatchewan Indian Equity Foundation (SIEF) provides collateral and operating loans to Saskatchewan Indian farmers. SIEF provides access to financial assistance and can provide short-term operating loans for equipment and livestock purchases.
Program Assistance- Only treaty or status Indians residing in Saskatchewan are eligible and must be a viable farming, ranching or related agribusiness operation in Saskatchewan. Maximum of 70 percent financing for capital items and maximum of 50 per cent of Crop Insurance guarantee for operating loans.

General Loan Fund for Women Entrepreneurs
Program Description- Women Entrepreneurs of Saskatchewan administers a general loan fund designed to assist women to start-up, purchase or expand their business. The objectives of the program are to create jobs and economic benefits, provide financing for projects where traditional financing is unavailable or difficult to access, and to assist women in developing credit relationships with other financial institutions.
Program Assistance- An applicant must be a women, or women, who own and control the business. Women owned is defined as 51 percent or more ownership in the business. Many of the businesses the fund lends money to are comprised of both men and women business owners. There is no limit to the number of loans any one client may have; however, the maximum loan(s) shall not exceed $100,000. A micro loan program is also available with the same loan criteria as the general loan fund.

Bridging Program
Program Description- The Bridging Program provides funding to eligible applicants to develop and deliver programs that will link individuals to employment, and is offered through Saskatchewan Community Resources and Employment.
Program Assistance- Bridging provides a flexible range of programs, services and supports based on the needs of the client. This includes assessment, career counseling, job readiness skills, employability skills, life skills, academic upgrading, literacy, entry level skills, work experience, mentoring, job coaching, job development services, and employment related supports. Funding up to a maximum of $5,000 per program participant is available for eligible Bridging Projects. The program reserves the right to negotiate the level of funding based on the needs of individuals or particular groups. Applicants must submit a proposal for funding assistance.

Co-operative Development Assistance Program (CDAP)
Program Description- The purpose of the co-operative development assistance program delivered through Saskatchewan Rural Development is to encourage and support the development of new co-operative enterprises or existing co-operatives expanding into new areas of business activity by providing funding for organizational development and business analyze.
Program Assistance- New co-operatives considering an expansion into new areas of business activity are eligible for up to $10,000 to cover eligible expenses. For-profit co-operatives with the exception of Employment (Worker) Co-operatives, where a primary objective is to provide employment for members, will be required to match any funding on a 50/50 cost-shared basis. Not-for-profit co-operatives and Employment (worker) co-operatives will be funded up to 90 per cent of eligible funding, with 10 per cent to be cash from the applicant.

FACTOR Loan Programs for Recording
Program Description- FACTOR is a private non-profit organization and an industrial strategy, is dedicated to providing assistance toward the growth and development of the Canadian independent recording industry. FACTOR is the Foundation to Assist Canadian Talent on Records.
Program Assistance- FACTOR funds assist Canadian recording artists and songwriters in producing their material, creating videos, or touring internationally. FACTOR provides support for Canadian record labels, distributors, producers, engineers, directors-all those facets of the infrastructure which must be in place in order for artists and the Canadian independent recording industry to progress in the international marketplace.

Youth Internships-NRC-IRAP
Program Description- The National Research Council of Canada has two internship programs managed by the Industrial Research Assistance Program (IRAP). The two programs are: the Internship Program with Innovative Small and Medium-sized Enterprises (SME's) and the Collaborative Research Internship Program. These programs provide financial assistance to small and medium-sized enterprises (SMEs) that want to hire post-secondary graduates. To be eligible, an SME must have fewer than 500 employees, be incorporated and for profit, wish to enhance its innovation capability and be willing to establish a relationship with NRC-IRAP.
Program Assistance- Internships for these two programs are between six and twelve months, available to SME's anywhere in Canada. Maximum support is $12,000 for post-secondary graduates. These programs are available from April 2003 to March 2008.

Science Horizons Youth Internship Program
Program Description- The Environment Canada Science Horizons program is a collaborative effort with Canadian Universities and the private sector. The program offers eligible youth practical work experience on projects focused on environmental issues such as air, toxins and on projects focused on environmental issues such as air, toxins, and ecosystem research, wildlife research and management, ecological monitoring and assessment and the development of scientific tools such as standards and guidelines for environmental quality.
Program Assistance- The deadline is usually in February, with a call coming out in December. Environment Canada reviews the proposals and awards contribution agreements to successful employers. Successful employers hire youth for their projects. Human Resources and Skills Development Canada (HRSDC) will provide up to maximum of $12,000 per placement.

Program Description- This Saskatchewan Indian Equity Foundation (SIEF) program offers: access to commercial financing, the opportunity to participate in a workshop entitled "How to Start Your Own Business or Create Your Own Job" in order to better understand what is involved in starting a business, a self-assessment guide for evaluating entrepreneurial potential, a business opportunity and management skills, personalized assistance in the form of mentoring and advisory support by a qualified resource person during the development of a business project, and personalized follow-up during the first two years of operation.
Program Assistance- First Nations youth, 30 years of age or younger, may apply. Start-up loans may be granted as well as, in some cases, an equity contribution. The maximum amount of the equity contribution is $1,500.

Supplementary Equity Loans Program
Program Description- The Supplementary Equity Program provides equity loans to increase the viability of new and existing businesses. These loans can be used to improve access to the Aboriginal Business Canada programs and other public and private financing programs and institutions. This program is available only to Métis people of Saskatchewan who lack the financial resources to raise the equity necessary for success.
Program Assistance- Through the Supplementary Equity Program, the SaskNative Economic Development Corporation (SNEDCO) will assist an entrepreneur or corporate business to acquire part of the equity requirement to qualify for regular loans from the Corporation and/or other financial institutions. These loans can be for amounts up to a maximum of $40,000 per applicant. The maximum term for repayment is five years.

First Nations and Inuit Youth Work Experience Programs
Program Description- Indian and Northern Affairs Canada provides programs to support the provision of opportunities for mentored work experience, employability skills, development of career options and promotion of education benefits for labor market participation. A short-term summer youth employment program with similar assistance is also available.
Program Assistance- Eligible employers are those in the private and non-profit sector who hire First Nations and Inuit youth, aged 15 to 30, who ordinarily reside on reserves or in recognized communities, who are out of school, unemployed or underemployed. The non-profit sector is eligible to receive a contribution of up to 100 per cent of the applicable wage plus mandatory employment related costs, and the private sector up to 50 per cent of the applicable wage only. Where a participant with disabilities is hired, all employers are eligible to apply for 100 per cent of the wage. A maximum contribution of $3,000 per participant may be available, on an actual cost basis, for special equipment and facilities to accommodate the students' needs. A proposal for funding is required; projects must not exceed 11 months and must be completed by March 31.

Business Loans-Treaty and Status Indians
Program Description- The Saskatchewan Indian Equity Foundation (SIEF) Business Loans program provides business loans to Treaty and Status Indian People in the province of Saskatchewan. The program is designed to assist both new and existing business. Commercial lending services are offered to First Nations individuals, partnerships, corporations and band-owned businesses.
Program Assistance- Only Treaty and Status Indian People are eligible for this program and all funds are to be used for businesses in Saskatchewan. The maximum loan contribution is determined by the Board of Directors and includes capital and bridge financing.

Clarence Campeau Development Fund (CCDF)
Program Description- The purpose of the Clarence Campeau Development Fund (CCDF) is to provide financial assistance where currently there is a void for Metis clients. The objective of the Fund is to stimulate economic development activities of Metis people and communities by providing equity for Metis businesses, support to community economic development initiatives and assistance for the development of the management skills of new and existing Metis business owners and entrepreneurs.
Program Assistance- There are a number of programs provided through the CCDF. The loan/equity contribution program assists Metis entrepreneurs by providing capital through interest free loans or equity that will enhance the applicant's ability to leverage financing from other institutions and agencies. CCDF can provide financial assistance of up to the lesser of $200,000 per project of 35 per cent of the value of the fixed assets identified in the program costs. Applicants must contribute a minimum f five per cent equity to the project.

Scientific Research and Experimental Development (SR&ED) Program
Program Description- The federal government provides income tax incentives to Canadian taxpayers that conduct scientific research and experimental development in Canada. The program encourages industry, including small business and start-up firms, to develop technologically advanced products and processes in Canada. Claimants can apply for SR&ED investment tax credits for expenditures such as wages, materials, machinery, equipment, some overhead and SR&ED contracts.
Program Assistance- Canadian-controlled private corporations with less than $200,000 of taxable income can receive a refundable investment tax credit of up to 35 per cent (enriched rate) for qualifying SR&ED expenses. An enriched refundable claim has a limit of $2 million. Other Canadian corporations, proprietorships, partnerships and trusts can receive an investment tax credit of up to 20 per cent for qualifying SR&ED expenditures.

Saskatchewan Investment Tax Credit for Manufacturing and Processing
Program Description- The Saskatchewan Investment Tax Credit (ITC) for Manufacturing and Processing (M&P) is available to all M&P corporations filing a T2 Corporation Income Tax (CIT) Return with some allocation of taxable income to Saskatchewan. It is a non-refundable income tax credit which is designed to encourage plant and equipment investment for use in M&P activities in Saskatchewan. The ITC applies as a percentage of the total capital cost of eligible building and machinery and equipment purchases.
Program Assistance- The percentage rate of the ITC parallels the rate of the Saskatchewan Provincial Sales Tax (PST) and the tax credit may be used for new or used equipment. Eligible purchases of new equipment for the purposes of the ITC are defined in the federal Income Tax Act. Eligible used equipment is similarly defined as qualified property in The Income Tax Act of Saskatchewan.

Canadian Youth Business Foundation
Program Description- The Canadian Youth Business Foundation (CYBF) is a national, non-profit organization, whose mission is to inspire, support and promote young Canadian entrepreneurs who are between 18 and 34 years of age. CYBF garners financial support from both the private and public sectors and uses these funds to administer a loan and mentorship program.
Program Assistance- The applicant is required to work with a business mentor for the duration of their dealings with CYBF. Unsecured loans of up to $15,000 are available to eligible applicants who have submitted a Business Plan that demonstrates viability. Community volunteers are utilized to help in making the loan decision.

Commercial Building Incentive Program
Program Description- CBIP is an initiative designed to encourage investments in energy-efficient building design and construction. This program offers building owners and developers a financial incentive to incorporate energy efficiency features into new commercial, multi-residential (apartments), institutional, municipal and provincial buildings, as well as new buildings owned by certain Crown corporations. The duration of the program will be from April 1, 1998 to March 31, 2007.
Program Assistance- To qualify for the incentive, a building must be at least 25 per cent more energy-efficient than if it were constructed to meet the requirements of the Model National Energy Code for Buildings (MNECB). CBIP is intended to help offset the extra cost of designing energy-efficient buildings.

Saskatchewan Film Employment Tax Credit
Program Description- The self-employment program provides a flexible range of programs, services and supports to provide training assistance to eligible individuals to develop, implement and operate viable businesses.
Program Assistance- The Film Employment Tax Credit is fully refundable and will rebate 35 per cent of the value of eligible salaries paid to Saskatchewan residents on eligible film, video and multimedia productions. Eligible salaries will be limited to no more than 50 per cent of a project total production costs. A bonus of five per cent of total production costs spent in Saskatchewan is available, provided the production has a fixed base of operations 40 kilometers outside of Regina or Saskatoon.

Canadian Film or Video Production Tax Credit
Program Description- The Canadian Film or Video Production Tax Credit (CPTC) is a fully refundable tax credit for films and videos produced and owned by Canadian corporations. The objective of the CPTC is to encourage Canadian programming and to develop an active domestic production sector.
Program Assistance- The credit can provide assistance of up to 12 per cent of the eligible cost of the production. For productions starting development on Nov. 14, 2003 or after, the Tax Credit can provide up to 15 per cent of the eligible cost of the production. The fully refundable tax credit for eligible films and videos produced and owned y qualified taxable Canadian corporations is available at a rate of 25 per cent of eligible salaries and wages incurred after 1994. Eligible salaries and wages qualifying for the credit may not exceed 48 per cent (60 per cent as of November 14, 2003) of the cost of the production, net of assistance.

Self-Employment Program

Funding to a maximum of $1,000 per program participant is available (on an individual basis, not on group training contracts) for individual business supports.

Job Start Future Skills Program
Program Description- JobStart Future Skills is an initiative of the Government of Saskatchewan. It is a coordinated effort across the Saskatchewan job market to make the most of employment opportunities for Saskatchewan residents.
Program Assistance- Workbased Training for the Unemployed provides financial assistance to employers to deliver recognized on-the-job training for unemployed Saskatchewan residents. This program involves on-the-job training and provides up to 50 per cent of training costs up to a maximum of $5,000 per trainee for employers with fewer than 100 employees. The program will provide up to 50 per cent of the approved training costs to a maximum of $5,000 per trainee for employers with 100 or more employees. The program will provide up to 50 per cent of the approved training costs to a maximum of $1,500 per trainee.
Work-based Training for the Employed provides funding support to Saskatchewan employers in the manufacturing, processing and agri-value sectors who need to retrain existing permanent employees in order to maintain or increase their competitive position. For employers with fewer than 100 employees, the program will provide up to one-third of the approved training costs to a maximum of $1,500 per trainee.
Institutional Quick Response Training (Quick Skills) provides funds to public training institutions to train the unemployed to meet industry requirements for skilled workers. Training should lead to ongoing permanent employment. The program also provides access to credit training in rural and northern Saskatchewan.
Sector Partnerships provides financial assistance to industry sectors that are important to the province's ability to compete in external markets. Funding is provided to implement partnerships with trainers and communities for human resource planning and the development of training approaches to meet industry skilled employment needs. The program will provide up to $50,000 per Sector Partnerships project. A preference will be given to projects which include industry and other partners' contributions.

Saskatchewan Beef Development Fund (BDF)
Program Description- The BDF support Cattle projects related to production research, technology transfer, and development and promotion of new products and is administered by the Saskatchewan Agriculture and Food. Cattle producers, research institutions and agri-food processing businesses are eligible. Projects are submitted to the BDF for approval by the BDF Board, which is composed of producers.
Program Assistance- BDF was established in 1994 to support the development and diversification of Saskatchewan's beef industry through funding of projects related to production research, technology transfer, and development and promotion of new beef products. Applications for project funding are accepted annually by Jan. 15.

Livestock Loan Guarantee Program
Program Description- The Livestock Loan Guarantee (LLG) program facilitates growth of Saskatchewan's livestock industry by providing access to credit at favorable interest rates and with limited collateral requirements. The program may also be used as a management tool to generate cash flow through retained ownership options. There are two programs available for associations and individuals, with several options under the association program.
Program Assistance- For the association programs, producers must either join an existing producer association or form a new association. Members are responsible for repayment of loans taken out on their behalf by the association. When animals are sold, the required payment is made on the member's account with the association, and any excess profit is returned to the member. For the individual cattle feeder program, loans are made directly to the producer.

Value Chain Program
Program Description- This program was designed by Saskatchewan Agriculture and Food as a tool to provide financial support and technical expertise to value chain members. Agricultural value chains can include three or more of the following: producers processors, distributors, brokers, wholesalers, retailers and consumers. Value chains are market-driven, rather than supply-driven. These groups partner to respond more effectively to the needs of the market place through cooperation, communication and co-ordination. The partners within the value chain will work together to identify objectives, are willing to share risks and benefits, and will invest time, energy and resources to make the relationship work.
Program Assistance- New or existing value-chain participants can receive 50 percent matched funding of eligible costs under two phases:
Phase 1: Building Awareness and Education, Concept Development and Training (maximum of $30,000/project) and Phase II: Proposed Value Chain Initiatives and/or implementation (maximum $70,000/project). Application forms are available through regional Agri-Business Development Specialists.
To be considered for the Value Chain Program, projects must contribute to the growth and diversification of Saskatchewan's agricultural industry, and involved the development of a value chain. In addition, the project must involve one or more of the following:
Differentiate a product in the marketplace
Reduce system costs
Build, establish and/or enhance food safety or quality assurance programs, or
Respond to a specific consumer demand
Potential projects are evaluated according to criteria in four areas:
Project design
Economic impact
Applicant capabilities
Value chain development
The Value Chain Program funds will be allocated to successful Saskatchewan-based applicants in two phases.
Phase I: Building Awareness and Education, Concept Development and Training (maximum of $30,000 per project)
For potential value chain projects in the early stages of development, at the idea or concept stage; and
For training events that will increase awareness of value chains and/or increase Saskatchewan's expertise in value chains.
Phase II: Proposed Value Chain Initiatives and/or Implementation (maximum $70,000 per project):
For proponents who are in a working value chain with at least three links of the supply chain involved, and where the opportunity has been clearly identified. Projects will be supported up to 50 percent of eligible costs. The amount of funding allotted will be determined by the degree of financial need and the benefit to Saskatchewan's agriculture and food industry. Additional consideration may be given to projects making a significant contribution to the industry.

Agricultural New Generation Co-Operatives (ANGen) Program
Program Description- This is a program to assist the development of value-added agricultural new generation co-operatives (NGC). Saskatchewan Agriculture and Food established the program to provide help for eligible NGC's to develop and implement a sound business plan.
Program Assistance- Eligible applicants include a NGC incorporated in Saskatchewan, or a group in the process of organizing as a Saskatchewan NGC, or a NGC operated primarily for the marketing and processing of Saskatchewan agriculture commodities into food or non-food products. Applicants are normally required to contribute 50 percent of the total project amount and are accepted on a year-round bases.

Renewal Programs
Program Description- Federal, provincial and territorial Ministers of Agriculture pledged to meet today's challenges by jointly developing a comprehensive Agriculture Policy Framework (APF) composed of five elements, including the Renewal Chapter. The APF Renewal Chapter assists commercial and beginning farmers to increase their farm profitability, capture income from other sources, benefit from advances in science and innovation, and meet market and consumer demands for food safety, quality and environmentally responsible production.
Program Assistance- The Renewal Chapter offers two services to Saskatchewan Farmers. The Canadian Farm Business Advisory Service provides a complete financial profile and an action plan that will assess options for increasing profitability, comprehensive business planning, support for diversification, marketing, human resources, expansion, risk management or succession and feasibility assessments and planning for business ventures that add value to primary agricultural products. The Canadian Agricultural Skills Service provides farmers and their spouses with planning and financial support for education and training that contributes to the realization of their business and personal goals. Program Description: Canadian Adaptation and Rural Development Program in Saskatchewan (CARDS) is designed to provide Saskatchewan's agriculture and agri-food sector with tools to acquire and use knowledge, skills and ideas to take advantage of changes affecting the sector. Projects under CARDS must be completed by March 31, 2006.
Program Assistance: Eligible recipients include individuals, legally recognized corporations, industry associations, agricultural associations, non-profit organizations, co-operatives, educational institutions, municipal governments, First Nations, and Metis Nations. Funding is available under six program areas. Proposals for funding are required, and projects must meet criteria as outlined by CARDS.
